Fundraising Regulation

Some charities may be subject to mandatory fundraising regulation through provincial or federal legislation or policies.

Charities may also self-regulate their fundraising practices through voluntary adherence to an Ethical Fundraising Code.

An Ethical Fundraising Code sets out

  • the fundraising practices of the organization;
  • what donors can expect in their interactions with the ministry;
  • the financial accountability and organizational integrity pledge of the ministry.

All Canadian registered charities must comply with Canada Revenue Agency’s (CRA) guidance on fundraising. The guidance, Fundraising by Registered Charities, assists charities in determining whether CRA will consider their fundraising practices acceptable and how costs should be allocated.
