A ministry's strategy includes its strategic statements (mission/vision/values/end) and the plans by which it intends to accomplish its reason for being.
Strategy-making is a combined responsibility of the board and staff, but there is no one "correct" way to decide who does what.
- Some boards may choose to develop strategy themselves and delegate its execution to staff, but boards may also choose to involve staff at every step.
- Other boards, particularly policy governance boards, will work either alone or with staff to develop strategic statements and then reserve the right to approve strategies that are developed by staff.
However strategy is created, its development process is an important factor in your ministry's success because it ensures that
- the ministry focuses on God's specific call that has brought people together
- an outward focus is maintained through analysis of beneficiaries' needs, external trends, etc.
