{"id":23291,"date":"2016-09-29T14:21:16","date_gmt":"2016-09-29T18:21:16","guid":{"rendered":"https:\/\/www.cccc.org\/news_blogs\/?p=23291"},"modified":"2016-12-02T15:26:04","modified_gmt":"2016-12-02T20:26:04","slug":"your-opinion-matters-cra-consultations-on-political-activities-is-now-live","status":"publish","type":"post","link":"https:\/\/www.cccc.org\/news_blogs\/legal\/2016\/09\/your-opinion-matters-cra-consultations-on-political-activities-is-now-live\/","title":{"rendered":"Your Opinion Matters: CRA Consultations on Political Activities is Now Live"},"content":{"rendered":"<p>Authored by Philip Milley, Associate Director of Legal Affairs<\/p>\n<p>On September 27, 2016 the Minister of National Revenue<a href=\"http:\/\/www.cra-arc.gc.ca\/chrts-gvng\/chrts\/whtsnw\/pacnslttns-eng.html\"> announced the launch of consultations <\/a>to clarify the rules regarding the involvement of charities in political activities.\u00a0As part of this engagement process, the CRA\u00a0is collecting feedback from charities and the public\u00a0on the following questions:<\/p>\n<ul>\n<li>Are charities generally aware of what the rules are on political activities?<\/li>\n<li>What issues or challenges do charities encounter with the existing policies on charities\u2019 political activities?<\/li>\n<li>Do these policies help or hinder charities in advocating for their causes or for the people they serve?<\/li>\n<li>Is the <abbr title=\"Canada Revenue Agency\">CRA<\/abbr>\u2019s policy guidance on political activities clear, useful, and complete?<\/li>\n<li>Which formats are the most useful and effective for offering policy guidance on the rules for political activities?<\/li>\n<li>Should changes be made to the rules governing political activities and, if so, what should those changes be?<\/li>\n<\/ul>\n<p>Feedback received will be considered in the development of policy, guidance and\/or educational resources for charities.\u00a0CRA will collaborate with the Department of Finance to engage with charities to clarify the rules governing political activities. \u00a0Online consultations are now open and feedback must be submitted before <del><span class=\"aBn\" tabindex=\"0\" data-term=\"goog_132444401\"><span class=\"aQJ\">November 25, 2016<\/span><\/span><\/del><span class=\"aBn\" tabindex=\"0\" data-term=\"goog_132444401\"><span class=\"aQJ\"> [UPDATE: Deadline extended to December 14, 2016]<\/span><\/span>. In-person consultations \u2013 which will be held in six cities across Canada \u2013 will follow at a later date.<\/p>\n<p>These consultations come as the result of the Government&#8217;s commitment to modernize the rules governing the charitable sector. Currently, registered charities are allowed to engage in non-partisan political activities within certain limits. They are not allowed to engage in partisan political activities. CRA&#8217;s current position on charities engaged in political activities is contained in <a href=\"http:\/\/www.cra-arc.gc.ca\/chrts-gvng\/chrts\/plcy\/cps\/cps-022-eng.html\">Policy CPS-022<\/a>\u00a0and resources for charities about political activities can be accessed <a href=\"http:\/\/www.cra-arc.gc.ca\/chrts-gvng\/chrts\/cmmnctn\/pltcl-ctvts\/menu-eng.html\">here<\/a>.<\/p>\n<p>CRA recognizes that charities play a\u00a0critical role in society and positively contribute\u00a0to public policy.\u00a0While some charities have engaged in political activities without hesitation, the rules surrounding political activities have long been a point of concern\u00a0for many others. Also, some\u00a0charities are unaware of the rules that permit limited participation in political activities and often refrain from contributing to public debate. Regardless of which situation may apply, this is an\u00a0unique opportunity for your feedback\u00a0to be considered\u00a0in the development of policy for charities.<\/p>\n<p>These online consultations are a great\u00a0opportunity for charities and individuals to have their voice heard\u00a0on the current rules and where any\u00a0boundaries on political activities\u00a0should be.
