{"id":2429,"date":"2010-03-18T13:42:36","date_gmt":"2010-03-18T17:42:36","guid":{"rendered":"\/news_blogs\/john\/?p=2429"},"modified":"2024-09-25T08:39:07","modified_gmt":"2024-09-25T12:39:07","slug":"the-unique-challenges-of-church-boards","status":"publish","type":"post","link":"https:\/\/www.cccc.org\/news_blogs\/john\/2010\/03\/18\/the-unique-challenges-of-church-boards\/","title":{"rendered":"The Unique Challenges of Church Boards"},"content":{"rendered":"\n<p>Since January I&#8217;ve delivered a seminar called <em>Serving as a Board Member<\/em> right across Canada, and&nbsp;I&#8217;ve heard a lot about&nbsp;the&nbsp;<strong>problems<\/strong> boards experience.&nbsp;The striking thing I&#8217;ve learned from these stories is that&nbsp;the very worst problems&nbsp;seem to occur&nbsp;in&nbsp;churches.&nbsp;I know there are some very good <strong>church boards<\/strong>, but I mostly hear about the dysfunctional&nbsp;ones.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The Unique Challenges of Church Boards\" width=\"625\" height=\"352\" src=\"https:\/\/www.youtube.com\/embed\/VCBAj_96kOY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Why Church Boards Have Special Challenges<\/h2>\n\n\n\n<p>Why are&nbsp;church boards&nbsp;so susceptible to problems?&nbsp;If we can&nbsp;understand the unique challenges inherent in&nbsp;church boards, we should be able to address the&nbsp;problems. I freely admit that I&#8217;m about to make assertions with no research other than the&nbsp;stories I&#8217;ve been told, but based on these stories I think these are four reasonable assumptions about why church boards get into trouble more often than other boards:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><em>Board members have\u00a0a unique\u00a0relationships with the church that other ministries don&#8217;t have: they are directors and\u00a0beneficiaries at the same time.<\/em>\n<ul class=\"wp-block-list\">\n<li>By design,\u00a0board members are drawn from the church&#8217;s members (beneficiaries),\u00a0so there\u00a0can easily be\u00a0a conflict between what they personally want from the church and their director&#8217;s\u00a0duty of loyalty to put the interests of the church ahead of their own.\u00a0A Christian agency such as an\u00a0inner-city mission or an evangelism ministry does not (usually) have board members who are at the same time users of their services, but churches always do.<\/li>\n\n\n\n<li>Not only are they beneficiaries, but because churches have a central place in the life of a believer,\u00a0directors\u00a0are\u00a0personally affected in a significant way\u00a0by the board&#8217;s decisions.\u00a0What makes this a\u00a0potentially volatile situation is the directors&#8217; emotional connection to the church coupled with their\u00a0feeling of expertise in\u00a0church life.\n<ul class=\"wp-block-list\">\n<li>The strong emotional connections arise from the intertwining of their personal lives with church life: they might have been married there, buried a parent from there, or raised their family there.<\/li>\n\n\n\n<li>Their feeling of expertise (which could be very legitimate) comes from\u00a0volunteer experience in church ministries, their\u00a0personal Bible studies, and the books they read or conferences they attend.\u00a0Should we all be prayer warriors or should we all be ladling soup? Agency directors might\u00a0defer to the professional expertise of staff, but church directors are more likely to feel just as knowledgeable as the church staff regarding\u00a0how &#8216;church&#8217; should be done.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The\u00a0director\/beneficiary combination means that church directors have a feeling of ownership that agency directors don&#8217;t have.\u00a0In theory, a church director may have to vote for something they personally\u00a0don&#8217;t want because it is in the church&#8217;s best interest, but in reality many people\u00a0find that hard to do.\u00a0The result is that church boards are more likely to be driven by\u00a0a wide range of personal, subjective opinions\u00a0than are agency boards.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><em>Church board leadership is often the first experience many church members have in leading an organization. <\/em> Directors may earn their living in a trade, in office work, or in sales. They may be\u00a0a\u00a0homemaker or a team\u00a0supervisor, but if the church&#8217;s membership reflects society, few members will have experience\u00a0governing. They simply don&#8217;t know how to be a good board member. It is very easy for a new church director to think, &#8220;Finally, it is my chance to make the church the way <strong><em>I<\/em><\/strong> want it!&#8221; This simply isn&#8217;t so. And it certainly\u00a0isn&#8217;t governance.\u00a0 Unfortunately for\u00a0local churches, they often end up as the training ground for directors and have to endure the consequences. A live presentation of <em>Serving as a Board Member <\/em>is now available on DVD from the Canadian Council of Christian Charities.\u00a0It is a very practical and perhaps even blunt seminar in 8 modules of less than 20 minutes each that you can show at board meetings to help everyone become a better board member.\u00a0No beating around the bush in this DVD! I think that&#8217;s why one denominational district office bought 40 copies to give to their smallest churches.\u00a0I really encourage you to <a title=\"Serving as a Board Member DVD Package\" href=\"https:\/\/www.cccc.org\/cart\/view_item\/dvd_board\" target=\"_blank\" rel=\"noopener noreferrer\">check it out<\/a>.<\/li>\n\n\n\n<li><em>Church boards have spiritual overtones that agency boards do not have.<\/em> The pastor is the\u00a0spiritual\u00a0leader of the church,\u00a0and therefore has spiritual\u00a0responsibility for\u00a0the members, making it more difficult for directors to either vote\u00a0against\u00a0the pastor or to address performance issues with the pastor.\u00a0It is difficult enough to do this with\u00a0an executive director, but it is harder still\u00a0with your own pastor, the person to whom you turn when in need of spiritual support. But when issues are not dealt with openly, someone is likely to resort to politics to build support\u00a0for the necessary corrections.\u00a0The pot boils until it explodes. I remember seeing someone open the lid of a pressure cooker\u00a0without first letting the steam blow off. BANG!!!\u00a0Broccoli all over the ceiling and severely burned arms.\u00a0It&#8217;s never a pretty sight when people bottle up their concerns, but that&#8217;s what some church directors do because they feel constrained by the spiritual overtones. When they feel strongly about something and yet are denied a voice by the pastor or their own reluctance to speak up, BANG; some little thing will finally precipitate a huge crisis.<\/li>\n\n\n\n<li><em>Pastors are\u00a0likely not\u00a0equipped to provide leadership to their boards.<\/em> My doctoral research showed that a significant percentage of agency CEO&#8217;s are second-career people who\u00a0have already gained\u00a0extensive executive experience in the for-profit world. This equips them to provide the kind of leadership that boards expect of the senior staff person. Pastors are trained in many things: for example, they know how to do pastoral work, to lead people, and to develop a philosophy of ministry. But I don&#8217;t think they learn how to work with boards and I suspect\u00a0they\u00a0do not know very\u00a0much about organizational leadership.\u00a0The fact is, a church is an organization and it is also a registered charity, so pastors need to know how to lead both an organization and a registered charity. All too often, church leadership is seen by pastors simply as <em>program<\/em> leadership.\u00a0If this were true, then a pastor is really Program Director.\u00a0What this leaves is a leadership vacuum at the board level.\u00a0All\u00a0boards look to the senior staff person\u00a0for organizational leadership, but\u00a0church boards look to the senior pastor and find&#8230;, well, too often they find not much in terms of organizational leadership. Since power always fills a vacuum,\u00a0if the pastor doesn&#8217;t provide organizational leadership, some\u00a0board member will likely step up and provide it, and then a\u00a0power struggle inevitably ensues between board and staff. The pastor thinks the board has usurped the pastor&#8217;s role, but in reality the pastor has left the organizational leadership chair vacant and is sitting instead in the Program Director&#8217;s chair. The vacant chair will be particularly noticeable in discussions about strategy, policy and administration; all areas that are outside of programming. The pastor needs to own all of these responsibilities and provide leadership for them,\u00a0even if some of them are delegated to staff.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Solutions for Church Boards<\/h2>\n\n\n\n<p>To get over these problems, I suggest that church boards and pastors&nbsp;take the following action:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Board orientation is crucial.\u00a0All new board members should be educated on what governance is and the role of a director. It is vital that they understand the conflicting roles they have as director, beneficiary and perhaps even program volunteer. Help your directors to be good governors right from the start. CCCC has material to help with this.<\/li>\n\n\n\n<li>Board development must be continuous.\u00a0Every board meeting should have a time to learn about some aspect of governance or board service.\u00a0Every board should have the goal that they will produce the very best board members possible by the end of their terms.\u00a0Based on the number of regular board meetings you have per year, and the number of years in a single board term, develop a learning plan for the board that a director will cycle through once per term.<\/li>\n\n\n\n<li>Both pastor and board must work hard to ensure that everyone truly sees church leadership as a partnership between staff and board. While you must follow your denominational practices, legislation and trust law\u00a0require the board to exercise its authority in civil matters.\u00a0Pastors and directors must never fall into the trap of thinking it&#8217;s &#8220;us\u00a0vs. them.&#8221; I really like the way Charles Olsen describes the board (his book is listed below):\u00a0 <em>The board of a Christian organization is the people of God in community, the body of Christ, with members having differing gifts, wisdom and functions.\u00a0The group\u2019s life should be formed by scripture, prayer, silent waiting, witnessing and serving.\u00a0 <strong>Their meeting is not a gathering of individual people with business to transact, but is the functioning body of Christ<\/strong>.\u201d<\/em> Wow!\u00a0 That puts church governance into proper perspective.<\/li>\n\n\n\n<li>I&#8217;ve taught a 1 hour course at seven seminaries and Bible colleges this year called <em>Welcome to Charity Leadership<\/em>.\u00a0I congratulate these schools on taking me up on my offer to come for free to teach this course.\u00a0(Check my <a title=\"Travel schedule\" href=\"\/news_blogs\/travels\/\" target=\"_blank\" rel=\"noopener noreferrer\">travel schedule <\/a>to see when I&#8217;ll be near you.)\u00a0It opens students&#8217; eyes to the reasons why their future treasurers or administrators may say they cannot do certain things. I hope\u00a0this knowledge\u00a0reduces future conflict.\u00a0 (CCCC also provides this course as a <a title=\"Webcast page\" href=\"https:\/\/www.cccc.org\/webcasts_view\/37\" target=\"_blank\" rel=\"noopener noreferrer\">webcast that can be accessed for free by anyone<\/a>.\u00a0We encourage faculty teaching Christian Leadership to include it in their curriculum.)\u00a0 Seminaries and colleges should also offer training that expands leadership from people leadership into the realm of organizational leadership covering topics such as strategy and its implementation, organizational and program evaluation, governance,\u00a0board\/staff relations, and change management.\u00a0Students should learn not only from great Christian writers but also from\u00a0the best that is offered from the secular world.\u00a0Kouzes\u00a0and Posner, John P Kotter and Jim Collins are outstanding authors who have a lot to say that is of value to Christian leaders. A mandatory textbook for every Christian Leadership class should be <a href=\"http:\/\/www.amazon.ca\/gp\/product\/0801026903?ie=UTF8&amp;tag=wwwccccorg-20&amp;linkCode=as2&amp;camp=15121&amp;creative=330641&amp;creativeASIN=0801026903\"><em>Reviewing Leadership: A Christian Evaluation of Current Approaches<\/em><\/a><img loading=\"lazy\" decoding=\"async\" width=\"1\" height=\"1\" border=\"0\" style=\"border: none !important; margin: 0px !important;\" src=\"http:\/\/www.assoc-amazon.ca\/e\/ir?t=wwwccccorg-20&amp;l=as2&amp;o=15&amp;a=0801026903\" alt=\"\"> by Robert Banks and Bernice Ledbetter. Does your favourite Christian leadership expert stand up to theological scrutiny?\u00a0These authors dare to take everyone on!<\/li>\n\n\n\n<li>Okay, here is a real &#8220;out there&#8221; suggestion.\u00a0An executive pastor in Calgary was the first person who suggested this to me, and I thought it was completely crazy. But a few years later, I&#8217;m not so sure. So, for your consideration: maybe the senior pastor should instead be the preaching pastor and perhaps the program director, and the executive pastor should become, <em>ahem<\/em>, the executive pastor and report to the board instead of the preaching pastor. Are we unfairly asking pastors to be good at something that just isn&#8217;t in their gift mix, or interest, or skill base?\u00a0Maybe we want them to offer their pastoral services to the church and let others provide the organizational leadership services.\u00a0Just a thought. These are fabulous!!&nbsp;They focus on how boards operate regardless of the governance model in use. (There are other great books that&nbsp;present&nbsp;governance models, but that&#8217;s not what this post is about.)<\/p>\n\n\n\n<p>Two other books are gems as well. <a href=\"http:\/\/www.amazon.ca\/gp\/product\/0802849229?ie=UTF8&amp;tag=wwwccccorg-20&amp;linkCode=as2&amp;camp=15121&amp;creative=330641&amp;creativeASIN=0802849229\"><em>Called to Serve: Creating and Nurturing the Effective Volunteer Board<\/em><\/a><img loading=\"lazy\" decoding=\"async\" width=\"1\" height=\"1\" border=\"0\" style=\"border: none !important; margin: 0px !important;\" src=\"http:\/\/www.assoc-amazon.ca\/e\/ir?t=wwwccccorg-20&amp;l=as2&amp;o=15&amp;a=0802849229\" alt=\"\">&nbsp;by Max De Pree&nbsp;is a practical guide filled with pearls of wisdom. The last book is one that should help the board with group decision making skills: <a href=\"http:\/\/www.amazon.ca\/gp\/product\/1594980098?ie=UTF8&amp;tag=wwwccccorg-20&amp;linkCode=as2&amp;camp=15121&amp;creative=330641&amp;creativeASIN=1594980098\"><em>Practicing Discernment Together<\/em><\/a><img loading=\"lazy\" decoding=\"async\" width=\"1\" height=\"1\" border=\"0\" style=\"border: none !important; margin: 0px !important;\" src=\"http:\/\/www.assoc-amazon.ca\/e\/ir?t=wwwccccorg-20&amp;l=as2&amp;o=15&amp;a=1594980098\" alt=\"\">&nbsp;by Lon Fendall, Jan Wood and Bruce Bishop.<\/p>\n\n\n\n<p>These books are all under $20 and should form the core of a governance library in a local church.<\/p>\n\n\n\n<p>And don&#8217;t forget the resource, <a title=\"Serving as a Board Member DVD set\" href=\"https:\/\/www.cccc.org\/cart\/view_item\/dvd_board\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Serving as a Board Membe<\/em><\/a>. You can buy a hard or digital copy or stream the seminar.
