The Hon. <a href=\"https:\/\/pm.gc.ca\/en\/cabinet\/honourable-carla-qualtrough\">Carla Qualtrough<\/a>, MP for Delta, BC is the current Minister of Employment, Workforce Development and Disability Inclusion.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"940\" height=\"788\" src=\"https:\/\/www.cccc.org\/news_blogs\/wp-content\/uploads\/2020\/01\/Canada-Summer-Jobs-2020-facebook.png\" alt=\"\" class=\"wp-image-28703\" srcset=\"https:\/\/www.cccc.org\/news_blogs\/wp-content\/uploads\/2020\/01\/Canada-Summer-Jobs-2020-facebook.png 940w, https:\/\/www.cccc.org\/news_blogs\/wp-content\/uploads\/2020\/01\/Canada-Summer-Jobs-2020-facebook-300x251.png 300w, https:\/\/www.cccc.org\/news_blogs\/wp-content\/uploads\/2020\/01\/Canada-Summer-Jobs-2020-facebook-768x644.png 768w\" sizes=\"auto, (max-width: 940px) 100vw, 940px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Prime Minister\u2019s <a href=\"https:\/\/pm.gc.ca\/en\/mandate-letters\/minister-employment-workforce-development-and-disability-inclusion-mandate-letter\">2019\nmandate letter<\/a> to Minister Qualtrough speaks directly to CSJ, instructing\nthe Minister to collaborate with \u201cthe Minister of Diversity and Inclusion and\nYouth, [to] enhance the Youth Employment and Skills Strategy and the Canada\nSummer Jobs program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At first glance, this is not particularly informative; however,\nthere is more to be gleaned from this and other mandate letters. In the opening\nsection ministers are instructed to align government resources with priorities.\nThis is logical and makes sense. But what are those priorities? Among other\nthings they include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Substantively engaging with Canadians, civil society and\nstakeholders, including business, organized labour, public sector and\ncharitable sector<\/li><li>Applying <a href=\"https:\/\/cfc-swc.gc.ca\/gba-acs\/index-en.html\">Gender-based\nAnalysis Plus<\/a> (GBA+) in decision-making <\/li><li>Developing maximum labour force participation <\/li><li>Implementing a <a href=\"https:\/\/www.liberal.ca\/disability-equality-statement\/\">Disability\nEquality Statement<\/a><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Looking at the mandate letter for the <a href=\"https:\/\/pm.gc.ca\/en\/mandate-letters\/minister-diversity-and-inclusion-and-youth-mandate-letter\">Minister\nof Diversity and Inclusion and Youth<\/a>, additional government priorities\ninclude:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Building a country where every person has equal opportunity to\nsucceed<\/li><li>Championing the full breadth of Canada\u2019s vibrant diversity and\nadvancing greater inclusion<\/li><li>Ensuring Canadian diversity is celebrated and respected in all its\nforms<\/li><li>Establishing an Anti-Racism Secretariat<\/li><li>Ensuring rigorous GBA+ is performed on all Cabinet proposals from\nevery department<\/li><li>Continuing the work of the LGBTQ2 Secretariat to promote LGBTQ2\nequality, protect LGBTQ2 rights, and address discrimination against LGBTQ2\ncommunities<\/li><li>Investing in LGBTQ2 organizations to hire staff, expand services<\/li><li>Laying groundwork for an LGBTQ2 action plan to guide work of the\nfederal government <\/li><li>Ensuring that an upcoming State of Youth report adopts an\nintersectional approach that includes race<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These give a fairly clear picture of government priorities. It also\ntells us \u2013 in broad strokes \u2013 ways in which the government may enhance CSJ\n2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We can also look at what is <em>not<\/em> mentioned. There is no\nreference in either of these mandate letters to faith, religion, or belief. Religion\nsimply does not register as a priority. Perhaps it is subsumed in the terms\ndiversity, inclusion and equality; however, without explicit mention in other\ndocuments, it is probably a stretch to make that assumption. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As you may recall, the 2018 CSJ program required applicants to\nattest that both the job and the organization\u2019s \u201ccore mandate\u201d respected\nindividual human rights, including values underlying the <em>Charter<\/em>, which\nincluded \u201creproductive rights\u201d among other things. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2019, the attestation was replaced with the statement that \u201cany\nfunding under the Canada Summer Jobs program will not be used to undermine or\nrestrict the exercise of rights legally protected in Canada,\u201d which included\nthe weakening or limiting of \u201ca woman\u2019s ability to access sexual and\nreproductive health services.\u201d That, in turn, was defined to mean abortion, sex\neducation, family planning, gender-based violence prevention and response, and\npost-abortion care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Barry Bussey noted in a <a href=\"https:\/\/www.cccc.org\/news_blogs\/barry\/2019\/01\/03\/to-apply-or-not-to-apply-for-canada-summer-jobs-funding\/\">January\n2019 blog post<\/a>, there was \u201cno guarantee that the government will not\nenforce an interpretation of its 2019 program that violates employers\u2019 freedom\nof religion and conscience.\u201d Indeed, some faith-based organizations were denied\nfunding and a <a href=\"https:\/\/www.jccf.ca\/summer-camps-charity-takes-trudeau-government-to-court-over-denial-of-2019-canada-summer-jobs-grants\/\">court\nchallenge was launched<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2018 attestation likewise sparked multiple court challenges,\nwith Toronto Right to Life being the first. A <a href=\"https:\/\/www.canlii.org\/en\/ca\/fct\/doc\/2018\/2018fc102\/2018fc102.html\">procedural\ndecision<\/a> was made in that case but a decision on the merits has not been\nmade. Several other challenges to the 2018 CSJ program <a href=\"http:\/\/canlii.ca\/t\/hxq75\">were put on hold<\/a> pending the final outcome\nof the Toronto Right to Life case. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether recourse to courts for the 2020 CSJ program is necessary\nremains to be seen.
