NOVEMBER 2026
BULLETIN

What's Inside

As November arrives, we enter a season of remembrance, gratitude, and generosity. Remembrance Day invites us to reflect on the sacrifices of those who have served, while the approach of Giving Tuesday provides an opportunity to consider how generosity can strengthen our communities and advance the work of Christian ministries. In all these things, we are reminded of the importance of faithful stewardship and the many ways God provides for his people.

This month, CCCC is highlighting resources to help your ministry communicate its mission effectively, engage supporters with integrity, and make thoughtful decisions about fundraising and outreach. From our new Topic Handbook on Audience-Specific Outreach to practical guidance on accepting gifts of securities, we hope to equip you with tools that strengthen your ministry's relationships and support its ongoing work. We are also sharing important developments affecting the charitable sector, along with upcoming learning opportunities to help your organization plan with confidence. Join us for a thoughtful webinar on November 18 at 2pm which will help take you "From Scattered Tools to a Trusted Digital Ministry" in your digital marketing efforts.

As you prepare for the year-end giving season, may you be encouraged by the reminder that “the earth is the Lord’s, and everything in it” (Ps. 24:1, NIV). Whether God's provision comes through the generosity of donors, the dedication of volunteers, or the wisdom of those who lead, may you continue to trust in his faithfulness as you carry out the mission to which he has called you.

MEET THE CCCC

Jeff Lukin
Head of Marketing and Digital Experience

I’m Jeff Lukin, Head of Marketing and Digital Experience at CCCC, where I lead our marketing activities and oversee the member experience. My work focuses on setting direction for our marketing and digital efforts, helping members connect with the resources and support available to them. Before joining CCCC, I held a marketing leadership role in commercial real estate, building on a background in design and web development. That experience informs how I approach strategy and lead projects, with an emphasis on clear goals and practical results. I’ve also shared at Equipped, drawing on my experience to support members in their own communications work. I enjoy working with colleagues to improve how we serve members, and I value the opportunity to contribute to the work of Christian ministries across Canada. Outside of work, I have a broad appreciation for creativity and art in all forms, with a particular love for music.

Audience-Specific Outreach

How can your ministry make sure the right message reaches the right people? This month, we have a new Topic Handbook devoted to Audience-Specific Outreach to help you break down the steps to consider when sharing your ministry's activities with others. This resource offers practical guidance with respect to identifying and mapping your audience to ensure that your core message reaches others. You'll also learn how to reach different groups as well as how to best manage these tasks within your organization's capacity. Fundraising with integrity is highlighted along with guidance in how manage communication channels, sequencing, and selecting the ideal formats for your messages. To help you put these ideas into practice, we have also added 16 new downloadable sample documents including checklists and worksheets. These tools cover topics such as making your communications accessible to everyone, keeping ministry partners informed, and reviewing your outreach campaigns. Explore the new handbook and find tools to help your ministry communicate with clarity and confidence. All of these resources are available in the CCCC Knowledge Base, an exclusive benefit for CCCC members.

Artificial Intelligence Sample Policy

As your ministry considers how to use Artificial Intelligence (AI), having clear guidelines can help your team make informed decisions. Following our October webinar, we have added a downloadable sample policy on Artificial Intelligence to help get you started. We'll also be adding a new Topic Handbook to the Artificial Intelligence category in our Knowledge Base, over the next month, so be sure to check back!

Sufficient Resources: Establishing a Sustainable Ministry

Does your vision for ministry ever feel way bigger than your bank account? You are definitely not alone. As the calendar year winds down, the pressure to boost revenue and hit financial targets can feel overwhelming. There is plenty of helpful advice from fundraising professionals about navigating these final weeks of the year. But as Christian leaders, we get to start from a much deeper place: resting in God's abundant provision and generosity. Sustainable ministry is about more than raising enough money. It is also about recognizing, stewarding, and developing the people, relationships, skills, and other resources God has already entrusted to us. The Studio's resource, Sufficient Resources: Establishing a Sustainable Ministry, invites ministry leaders to consider this broader perspective.

Structured Program Evaluation - Ensuring Program Effectiveness

Whether you are a donor, board member, or program leader, you have probably wondered whether a ministry program is making a difference. And it isn't just large charities that need to evaluate their programs. Even longstanding programs in a local church deserve thoughtful reflection. Is our Sunday School curriculum helping children grow in their faith? Is our community outreach making the difference we hoped it would? How would we know? The Studio invited experienced ministry leaders from across Canada to share their perspectives on key aspects of organizational health and effectiveness. In Structured Program Evaluation: Ensuring Program Effectiveness, Brent Davis of Samaritan's Purse Canada offers insights into how ministries can thoughtfully evaluate their programs and learn from what they discover.

Community Trust Fund (CTF)

Some donors choose to give securities to support ministries and benefit from potential tax savings. If your charity is offered such a gift, are you set up to receive it? If not, CCCC can help. Through our Community Trust Fund (CTF), your charity can accept gifts of securities without managing the associated administrative work. CTF handles the valuation, receipting, and accounting on your behalf. A modest fee is then deducted when the securities are sold. This service makes it easier for your charity to accept generous gifts while freeing up more time to focus on your ministry. Learn more about the CTF or book a call with Nick Lall, CCCC's Head of Group Benefits, to discuss how this service could help your charity.

Charitable Sector Updates

Finance Committee Recommendation Politicizes Charitable Status

The House of Commons Standing Committee on Finance (the “Committee”) has recommended changes that raise concerns about the politicization of charitable status.

In its report, Recommendations of the Standing Committee on Finance for the 2026 Budget, the Committee recommends amending the Income Tax Act to require greater transparency from "anti-abortion pregnancy centres" to prevent harm and the misuse of charitable status.

Recommendation 65 echoes a 2024 proposal that would require pregnancy-support charities to disclose services they do not provide, including abortions and birth control. While this recommendation is problematic, it is not binding, nor is it law. No legislation has been introduced to implement it.

CCCC remains concerned that targeting charities based on their activities or sincerely held beliefs threatens the stability of the entire charitable sector. Proposals that single out a category of charities for additional scrutiny risk making charitable status dependent on government priorities rather than established legal principles. Instead, existing tools that apply neutrally across the sector can address legitimate compliance concerns involving individual charities.

CCCC has recently sent a letter to the Minister of Finance and Secretary of State expressing concern and asking for the government to reject the recommendation.

Federal Government Launches Charitable Sector Consultation

Following the Federal Government’s announcement in the 2026 Spring Economic Update regarding upcoming changes to modernize the charitable sector, the Department of Finance and Canada Revenue Agency (“CRA”) launched a consultation to solicit feedback from stakeholders on these changes.

The consultation focuses on four areas, including:

  1. The registration process for organizations applying for registered charitable status.
  2. Digital service delivery, specifically the digital services offered by the CRA through My Business Account.
  3. Audit and compliance activities affecting charities, including topics like voluntary compliance and sanctions.
  4. Charitable revocation and objection processes for charities.

The consultation also follows the CRA’s announcement that it would be retiring its fax line, prompting charities to transition to online filing.

The consultation provides a series of specific, practical questions to guide stakeholders’ responses for each topic. CCCC looks forward to the opportunity to contribute to the consultation and encourages its members to participate to ensure representation of the Christian charitable sector. Participants have until December 3, 2026, to provide feedback.

CCCC at the Supreme Court

On Friday, October 9, CCCC appeared at the Supreme Court of Canada in a joint intervention with the Evangelical Fellowship of Canada. You can watch CCCC/EFC oral submissions here (beginning at 2:35:30) and can read CCCC/EFC written submissions here.

The key issue in the Vabuolas case was whether the BC Privacy Commissioner could compel production of purely religious records for line-by-line review. CCCC and EFC intervened to ensure that purely religious decisions, and records of those decisions, are not subject to state oversight, whether by an independent commissioner or otherwise.

It is well established law that purely religious, theological, and doctrinal decisions are not justiciable, that is, courts don’t second guess or make judgements about them. They don’t have the proper authority or the necessary expertise.

Our position in this case was that it simply raised a new context of privacy law that likewise requires restraint toward purely religious matters.

The Supreme Court reserved its decision, meaning it will be released at a later date. Stay tuned to future Bulletins and our blog where we’ll update you on the outcome.

In this season, may you be reminded that the earth is the Lord's and our God will supply all of your needs (Psalm 24:1; Philippians 4:19). May your trust be evermore in his faithfulness.
