Our focus for the Bulletin this month is on exemplary human resources. We are here to help you do exactly that! CCCC's HR Consulting Program offers practical support through hiring, staff transitions, and the day-to-day challenges that come with leading people. Whether you’re navigating a resignation or planning ahead for growth, you don’t have to figure it out alone. We have also updated a topic handbook in our Knowledge Base to help you navigate employee resignations, terminations, and retirements. Head of Human Resources
I got into the field of Human Resources because I wanted to help people. That has been the best part about working at CCCC - connecting with people from different kinds of ministries about innumerable complex situations. Turning a situation that feels uncertain or scary into a path forward is very fulfilling, and I get to do that every day.
I also love representing Christian HR to a broader audience. Through my ongoing participation in online forums and in-person events, I have the opportunity to speak with other HR leaders about how we should practice our profession from a place of compassion, understanding, and generosity. This is one area of an organization that should stand out as being distinctly different from most secular employers.
Apart from working in HR, I am blessed with a wonderful family; working from home means I get to see my four children frequently, and this fills my heart. It reminds me that every employee, at CCCC or any other ministry, has a life outside of work that is so important to them, and we, as employers, need to steward them holistically, both at work and outside of it.

Resignation and Termination
In keeping with our theme for May, we have updated the Topic Handbook for Resignation and Termination. This resource highlights key considerations surrounding employee departures from an organization. It explains how to receive a resignation notice, how to exit an employee from the ministry, how to discuss retirement, and what to know about terminating employees. The process of someone leaving employment, whether due to termination or resignation, has multiple important steps and considerations. There are also opportunities to create legal risks if they are not handled properly. Many charities do not have HR professionals on staff, or if they do, they may not have experience handling these situations. This document helps equip people to deal with these situations. It is important that employers are familiar with relevant employment standards legislation and the Human Rights Code in their province, and seek regular guidance from professionals as necessary.

Found in the Sample Documents drop-down menu of the Benevolence Ministries category, our Benevolence Fund Policy has also been updated this month. This document is available for download and is fully customizable to suit your organization's needs.
Attractive Workplace Environment

Skillful Team Leadership
A positive organizational culture doesn’t just happen. It takes skillful leadership. While some leaders seem to guide their teams intuitively, most need to be intentional. One team leader was brilliant in organizing schedules and setting a vision. Checking in on team members wasn’t something he naturally thought to do. Over time, he trained himself in empathy by creating an internal checklist. He became a leader who made team members feel valued. Sarah Gillman, Co-Founder/President of Gillman Management Group, has written an article for The Studio that serves as a guide to Skillful Team Leadership. Maslow Meets Ministry can help you create an internal checklist to see how you are doing as a leader.
HR Consulting Service
CCCC provides hands-on, customized HR solutions for Christian ministries when they need them. Interactions take place virtually, and documents are provided in Word or PDF format. For the full program description, please see our HR Program Brochure. This service is especially helpful for ministries that may not have their own HR professional on staff. Whether it’s creating policies, crafting job descriptions, or designing your onboarding process, we’re here to help! This program is available to CCCC members at a reduced price.

The Canadian Bar Association (“CBA”) has asked the Minister of Finance and National Revenue to address recent changes to the Income Tax Act related to anti-directed giving. The CBA noted the following issues with the current anti-directed giving requirements:
- Right now, the rules can make it harder for charities to collaborate with non-qualified donees. Even when a funding relationship is set up carefully, charities may still face risk when accepting funds.
- The changes were originally meant to prevent charities from acting as conduits. In practice, the changes now limit how charities can work with non registered charities to carry out their activities.
- There is also a growing disconnect between the legislation and current CRA guidance. For many ministries, that creates real uncertainty.
The CBA has recommended two possible solutions. One option is to remove registered charities from these rules altogether. Another is to create a clear exemption for grants that already qualify as proper charitable disbursements.
Bill C-9 Moves Forward In Senate
Bill C-9 is now being debated in the Senate, which is one of the final steps before a bill can become law. At this stage, Senators review the bill and may suggest changes to improve or clarify it. If changes are made, the bill returns to the House of Commons for further review before moving toward final approval.
One of the key concerns with Bill C-9 is the proposed removal of the “good faith religious defence” from the Criminal Code. The good faith religious defence provides clarity, ensures the offences remain constitutional, and preserves free expression.
While Bill C-9 introduces new language to clarify what types of expression are allowed, it does not provide the same level of protection. In particular, it does not clearly safeguard religious expression. That gap may create risk for ministries seeking to communicate their faith.
Members who have concerns about Bill C-9 may consider calling or writing to Senators. Before doing so, it is important to understand the rules around lobbying. CCCC's Lobbying and PPDDA Topic Handbook offers practical guidance to help you engage compliantly and with confidence.

Risk Management and Insurance

The goal of this webinar is to further members’ comprehension of the risks facing their organization and how to mitigate them. Panelist Ken Hall, from Robertson Hall Insurance, will review how insurance mitigates risk and the increasing complexity of insurance claims. The risk management discussion will provide guidance on completing risk assessments, developing risk-mitigation policies, and the fiduciary responsibilities of boards in managing their charity's risk. Following the webinar, attendees will be better positioned to understand how common risks arising from their charitable activities can be mitigated using policies, insurance, and risk assessments.

Curtis Towns, Head of Finance and Accreditation at CCCC, will walk through the application form live. The 60-minute session will provide you with greater confidence to complete your application.
The session aims to move you one step closer to enjoying the company of the nearly 200 esteemed CCCC Accredited Members. PCO Giving - Tax Receipts without mailing addresses
A helpful conversation on The Green® explored how churches are handling tax receipts in PCO Giving when mailing addresses are missing. Members shared practical ways to stay ahead of the issue, including collecting address details at the time of donation, using online forms for e-transfers, setting up automated follow-ups for incomplete profiles, and working throughout the year to reduce last-minute receipt challenges. It was a great reminder that a few simple systems can make receipting season much smoother for both staff and donors.
